I think this is true - and above that, many "JavaScript-Jockeys" never learned real systems or interface design.
They often learned to write "write-once-and-throw-it-away-later" software by throwing together 24 different JavaScript frameworks which will break the running software 6 months later, and force a partly or complete rewrite.
They never encountered a program, which was written in 1996 and is still running in production. And they mostly don't know a platform, which doesn't break running applications by changes in the framework or operation system.
So I can't really be mad at them - but I often smile, when the GUI/Web guys complain about broken APIs and frameworks and how much work it is, to rewrite their code.
