All of the DS answers should be the better way to go about this but I
thought I'd throw out another option.

Add the file spec but make it USROPN and to make the compiler happy, put the
open in a dummy procedure that is never executed.

We have some utilities that parse code and without the F spec, they are
unhappy campers. They aren't smart enough (yet) to find the files embedded
in the SQL.
