UTF8 Hebrew presents no problem since it translates , in the built-in RPG

to CCSID(424) without issues.

The problem lies with Spanish, French, Chinese,Russian, Greek, Arabic etc.

In your earlier message, you said that the target of the %SUBST was also CCSID(1208).

If you are converting Spanish, French data to CCSID(424), you would risk losing data since CCSID(424) does not have all the accented characters like à and é.

It would be good to add CCSIDCVT(*EXCP) so you get an exception if any CCSID conversion fails due characters in the source CCSID that are not in the target CCSID.
