One relatively easy change, provided that invoices can be processed in any order. Then run multiple instances of PgmA

PgmA
Do until shutdown
Read Invoice Header File for update of unprocessed invoices
// This locks the record against other instances of PgmA
Mark the invoice as In-Process
call PgmB
enddo

You read the header file with a EOFDLY on a logical that selects only unprocessed invoices.
