Unless you are going with the "application only" security model of 
adopting authority to access data then I do not think that a blanket 
secure all command would work.  There are tons of commands that I have no 
problem with being used from an application program that I wouldn't want 
the users to have full prompt capability from a command line.

Perhaps in this case what I want is to change the command and take 
*INTERACT away from it in the MODE parameter.  Then again, that takes us 
back into the concern about ftp and that genre.  Which is where you Exit 
Point vendors come into play.
