As Jeff says you MUST have INP35 record for the item and it must have a '1'
on the Sales Analysis field. However, don't even try to create stockroom
records. It is a non-stock item and these cannot have INP60 records. When
you try to sell it it sees from INP35 that it is a non-stock item and
doesn't go looking to INP60 for additional data associated with a stocked
item.

We regularly used non-stock items in our invoicing and DO get SA data
collected for them so I can assure you that it works.
