SYS21 - no manufacturing receipt occurring on selected items using 12/MKS

we have a problem with certain items not updating inventory or writing history
to INP95,etc.

The backflush of components used on the item are updating properly.
PCP01 record is written and has a processing status of 2 which means processed.
INP95, INP96 do not have N record type(Mfg Receipt)  for this item,
      but do have the M record type ( mfg issue) for the back flushed items

I have checked several major files by comparing an item that is working with an
item that is not working
INP35, INP60, MSP04

We receive no message when doing 12/MKS.

We recently set the SCHC04  to '1' on all items so that we could use 12/MKS to
book production by part number.

Any Ideas what we may be missing.
