How can I eliminate hand written requisitions?

Greetings System 21 users:

 

We are looking for a way to eliminate hand-written requisitions for MRO
(non-inventory item) orders.  Is anyone using the System 21
requisitioning application to perform this task?  If so, was the ability
to enter requisitions deployed to any/all your users or just to a select
group of users?  If not, what/how do you handle these types of
requisitions?
