I assume you mean "either" not "both", right. That is each PC has either
5.4 or 6.1, but no single PC has both, right?

Build against 5.4 and then deploy. You can adjust the runtime version in
the .config file as part of the deployment process. IIRC, you may not
even have to do that if you don't specifically bind against the version
number.
