This happens when a WebFacing project log is open and you make changes in the IDE. The current recommendation is that you close the WebFacing project log before making changes to projects (not just the WebFacing project as you have noted). The developer knows about this bug and is diligently working on a fix. Alas, I am not privy to a date for availability.
