I figured it out.

The file in question had a subtype of LF38. I changed it to LF and
recompiled/re-created the file and the verify was successful.

I also discovered that one of the other files was a PF38, and that file
didn't generate any errors, so it appears that this problem is related only
to files with subtype of LF38.
