For all but the final update, the one for WDSC, you are just downloading a zip file and unzipping it. You then go to the Install/Update perspective, expand the "My Computer" tree, navigate to the folder and it will show up like an update site and from there it is the exact same process as doing it over the web. With the WDSC update, for some reason there is not a zip file posted, so you have to download the pieces and create the local update site that way. It is the same concept as unzipping a zip file but the end result is the same. Hopefully not posting the zip file was an oversight and they will post it soon.
