This is an Eclipse-level problem.  Here are some details on plans to
resolve it in 3.0.  You might check some of the bug reports linked to this
document as they may contain some workarounds.

Alright, here's a new one.

I have some JSP files containing Shift-JIS data.  They work just fine
(even in the WTE!), but I cannot edit them in WDSC.  WDSC thinks they
are ISO-8859-1, and will not allow the Shift-JIS characters to be
written to the file.

Suggestions?
