The work around I found on the list several months ago is to use code
lilke this in the program:

    /IF DEFINED(NEED_SQLCA)
   /COPY QGPL/COPYBOOK,sqlca_ds
   /ENDIF

and then define the NEED_SQLCA on the verify prompt or in Windows >>
Preferences >> Remote Systems >> iSeries >> Program Verifiers >> ILE RPG
