Security setup to match our web server?

I have an issue that may be with my server setup.  I can setup users to 
access my application on our web server running WAS and they can login 
fine as USER class.  However, for some reason on my local pc server that I 
use to test, unless they are setup as administrator role, they can't 
login, I get "Authentication error during authentication for user". 
Shouldn't  my local server work the same way as our WAS server?
I'm using the j_security_check when the user submits their logon.  Thanks,
