Rational Updater not using proxy

I am trying to run the updater. I have created the httpProxy.properties 
file in the directory listed in the help 
(C:\Program Files\IBM\Rational\SDP\6.0\updater\eclipse\configuration) with 
the following entries:

enabled=true
host=pdpproxy.pdpgroupinc.com
port=8080

When I re-open the updater, I still get URL not found message and the 
properties file reports that it was last accessed when I saved it, like it 
wasn't used by the updater.  Additionally the firewall is dropping the 
request because it comes from my PC and not the proxy.

Any ideas?
