I had this occur in WDSC.  The only thing I did to fix this was, while
WDSC is "building the workspace" I tried to open a source member.  This
opened up a dialog box showing the processes being run by WDSC.  I
clicked on the RED triangle to stop the tacit migration & it has never
reared it's ugly head again.  Maybe this will help some one else....
