I'm pretty sure you can specify the code page for the webfacing project. I'm
not sure where though.

You're using IIS as the web server? You aren't using the WDSc test server?

Are you using special characters in your invocation name? This:

/TF&amp;#37&#59;20Test2/

Makes me think you have an ampersand (&) in the name.  Then maybe two
unprintable (in the CCSID?) characters (#37 and #59) and then a blank
(20)
and then Test2.  Try an invocation name with no special characters or
embedded blanks and see if that helps.
