I went to the web site and their requirements state you need Eclipse 3.2. My
Eclipse states version 3.0.2. How would I get up to the 3.0 level?

The PHP-IDE project by Zend/IBM essentially requires Eclipse 3.2 with the
WebTools 1.5 to run.  If you need to work within WDSC, there's a plugin
called PHPEclipse at http://www.phpeclipse.de
