Well, I seem to have gotten it fixed.  I went through your suggestions
several times to no avail.  I reset the perspective- no luck.  Then, I
decided to end WDSC and restart.  It worked after that.  Now whether it
was just ending/starting or a combination is a different matter.

I *JUST* encountered that myself last week ... the *ONLY* way I was able
to recover was to completely uninstall WDSC and reinstall it.

Creating a new workspace didn't help, and nothing I did to my
configuration helped either.

My guess is that I had some other plug-in installed that screwed up my
configuration.  I saw some messages on the eclipse lists that made
reference to other plugin's causing that kind of problem.
