For whatever server you are trying to start, the address and port are already in use.

This will occasionally happen to me if I start WASCE and forget I have it running and then start WDSC and start a WAS session from there as well. The address (usually "localhost") is already using port 8090 (in my case).

I have to shoot the other server that is using port 8090 in order to start it in WDSC. Your port XXXX may be different.
