Within 5 minutes of posting that I did not get a phone call, I got a
phone call.  Maybe IBM is monitoring this list :)

The news I was just given is that there should be an announcement next
week from George Farr regarding this issue.  He also stated that he had
been assured the Screen Designer will be made available in the Standard
Edition...  And not just to those who have complained.  Assuming this
comes to pass, it is great news.

All of that said, you should probably still voice your opinion if you
have not already.  It is important that the folks at IBM know how we all
feel.
