When you deploy the ear as an WAS application using the HTTP Admin 
console on the System i, you determine what host and ports the 
application will be deployed to.  This is done individually on each 
system.  My experience has only been using the WAS express version on 
the System i so deploying the ear on a Windows or Linux server is 
something I can't speak to.  Also, I have only deployed HATS 
applications so far, so I can't give you counsel on the Web Facing 
application.  However, if the application is contained in an EAR file, 
then deploying the ear using the Application Server option in the HTTP 
Administration Console on the System i is trivial.  You will need to 
install an application server to start with, WAS Express being the most 
common, and then deploy the ear.  The Wizward will step you through the 
process.

I haven't tried other application servers other than WAS Express or 
other platforms than the System i.

Even if you had a "portal" that allowed a user to choose a host, the 
application would still have to be deployed to that host so you'd still 
have to run in deployment wizard.  If the HTTP Admin instance is running 
on your System i, you can access the HTTP Administration Console at 
http://mySystemiName:2001.  Click on the Application Server tab and then 
choose to deploy a new application.  You may have to create an 
application server instance first.
