Sorry to say I can't actually suggest a way around, but I have seen this 
behaviour too.  It seems that the SEP takes some time to become active 
again after a firing.  In my case, there were enough calls to PGMB that 
the SEP did eventually fire again without the delay time, but only after a 
large number of calls to PGMB without the SEP firing.
