Regarding APAR SE25187, I can duplicate Bill's report here.

I have an existing SQLRPGLE member.  At the end of that member, I pasted in
       return;

      /end-free

     C                   IF        SQLSTT = '24502'
     C/exec sql Close Load
     c/end-exec
     c/exec sql open Load
     c/end-exec
     c                   Endif


When I select the lines between IF and ENDIF, right click and Convert 
Selection to Free-Form, I get the same results as Bill does:

       return;

      /end-free

      /FREE
       IF SQLSTT = '24502';
     C/  ec sql Close Load;
     c/  ec sql open Load;
       Endif;
      /END-FREE

Let me know if there's something more I can supply to help debug this.
