If you need a quick web service prototyping kit while waiting for the above I have personally been happy with MyEclipse which provide basic support for creating the web service scaffolding to a given Java method, and which can be developed and deployed under MANY web containers including Tomcat.

I have played with the corresponding WSDCi non-AE features (before 7.0.0.4 though) and it is not as easy (for me) to prototype stuff in.
