Check the compile command you used to create this program/module. If your CRTBNDRPG or CRTRPGMOD command used DBGVIEW(*NONE), then change this to another value. I like *LIST myself....

Subject: [WDSCI-L] Module does not contain debug data
I am trying to set an SEP for an RPGLE program. I enter the Program,
Module and Procedure names and receive a message that says, "Module
(module name) does not contain debug data". If I enter a Module of
*ALL, I receive a "DBGB0021E Service entry point was not set for
non-debuggable modules in program (program name)". Also, if I browse
the modules, the module is listed twice. The first instance contains
nothing and the second contains all of the procedures.
