I think capping the licenses at 20 for a P40 is a little unrealistic, 
but on the other hand, 60 developers on a single machine is quite a 
lot!  But still, a P40 is a pretty big machine, and my guess is that the 
conversion numbers might not be entirely cast in stone.  This is a brave 
new world, and I think some negotiation might be in order.
