This I don't understand. I do both all the time. I run EGL programs generated by RBDe which call RPG and debug them all in a single workspace.
I tried the Data perspective and did not really care for it. FROG is
showing 1300K used, which is insignificant.
Yeah, that's not an issue.

I still think you have some cleanup you can do on your machine. If you have lots of network connections, for example, Explorer takes forever to start up, especially if some of those connections are to machines that are unavailable.

10-15 minutes startup is simply not acceptable.
