Can you still acquire 7.0?  It was withdrawn from marketing a couple years 
ago and support ended for it this past April.  I think that getting the 
media would be the biggest challenge.

You can try ordering the no-charge supply feature code 2658 for Websphere 
Development Studio--5722WDS if you're on V5R4.
