I've got it working fine on my laptop. But, after the "Honey, the Broadcom WIDCOMM uninstaller shrunk my hard drive" episode, I had
enough issues that I disabled UAC which seemed to fix quite a few
things.
You could change the shortcut so it just launches as administrator
but it sounds like you are trying to get to the bottom of the
problem, rather than use a workaround...
