Check the program - see if it has debug information. Also, it has to be 
ILE, not OPM. Otherwise, you should be able to use a SEP.

Now a stored procedure itself is just an entry in a view in QSYS2.

There might still be a data perspective in RDPi - go to the upper-right 
corner to open a different perspective - maybe that'll show you stored 
procedures. I've found, however, that nothing but iNav does it right for 
the i - esp. where SPs are concerned. But it's been a couple years since 
I gave up on it in WDSC.
