That makes a lot of sense. However that explanation often does not make it to the IBM BP or at least from the BP to their clients.

Regarding the licensing, although it may be a little more complex, the idea is to save you money.
Rational Developer for Power, is not just another name change dictated by marketing folks.
We are expanding our tooling from just the IBM i, to all operating systems on the same Power hardware, including AIX and Linux.
But we don't want to make you pay for them if you don't use them, so you can choose just to license the IBM i tools.

I recently upgraded to 6.1 and now have installed RDP 8.
If you think the name is confusing wait until you get the email with the links to get the license keys. I've got a 27 page document titled "Getting Started with IBM Rational Licensing and PA". It's looks evil and I suspect it's waiting to consume my weekend.
