I called PA support and they suggested changing to HTTP instead of download director, still did not work, they suggested clearing cookies and cache, still no go.

But what did work is changing the source from US to Ireland and it worked fine using Download director.

I installed on the same machine as 8.0.3.1 and after the install, I looked at Manage licenses on 8.5 and it shows "permanent license, license key available without having done anything about licenses.
