I believe this says yes:
" Clients who hold entitlements to the old offerings with active maintenance agreements, will become entitled to the new offerings as follows:
Rational Developer for Power Systems Software RPG and COBOL Development Tools for i:
* Client will receive a 1-for-1 entitled migration to Rational Developer for i RPG and COBOL Tools
- Equivalent product capabilities
- V9.0 enhancements"

I'm not sure where to find what version of Rational (or is it Eclipse?) it'll be using. Normally I'm oblivious to that sort of thing, but have been told that the content assist functionality disappearing may not get resolved until the next version of what RDP (whoop, RDI again) is based on is used.
