Jeff,
I've gotten it to install on Win 7, although I'm running 32-bit, so your mileage may vary. Right click on the installer, go to properties, and select Compatibility. Check Run this program as an administrator, and then check Run this program in compatibility mode for: and choose one of the Windows XP options. Run the installer that way and it should go. Once you've got it installed, do the same thing on Codeedit.exe.
If you can't get it to run, let me recommend the code comparison tool in the iSphere plugin available at
http://www.taskforce-it.de/downloads.php. ; It's similar enough to CODE that the learning curve isn't too bad.

The error I got says, essentially, that java does not recognize the version
of Windows NT I'm running. :)
Guess I'll have to learn to use a different compare. I always liked the
Code400 compare and that's all I used it for. :)
