So does anybody know what it is used for? And what server needs starting? In all other cases RDi seems to tell you how to start the server - but we can find zero information about this one.

Database? Port 8471/9471

I did a NETSTAT *CNN and looked for the typical IBM i services like
as-signon, as-netd, etc. As to what starts the service, I'm rather
thinking that a firewall is blocking the port.
