At first blush it seems as though RDi is opening a /COPY member that you don't expect, but how could it do that?
1) The /COPY has a hard-coded library
The /COPY statement is NOT hard coded
2) The library list for the connexion has PROD before DEV
The development library is before production, however, there is no /COPY in development, it is only in production.
As I understand the various responses, this is an "expected" behavior... therefore my only option is to address whether it opens for update or "RDi will only allow you to browse the members, and should prompt you about it before opening them" as Mr Shaw suggested".
