information about the 3 editions:

All three editions of Rational Developer for i include tools to support C,
C++, CL, DDS, and SQL development on IBM i:
RPG and COBOL Tools - tools to create and maintain traditional RPG,
COBOL, C, C++, DDS, and SQL applications
RPG and COBOL + Modernization Tools, Java Edition—includes a rich
subset of the Rational Application Developer for WebSphere Software
product including several of the new enhancements to that offering
which include support for the latest version of the WebSphere
Application Server Liberty profile, and enhancements to tools for
developing web and mobile web application front ends.
RPG and COBOL + Modernization Tools, EGL Edition—includes Rational
Developer for i RPG and COBOL Tools and Rational Business Developer


In terms of the list you mention I am not certain of the actual part
numbers but the first provides Rational Business Developer's parts. The
second would be RDi's parts and RBD's parts (and thus contain the first).
The third would be the Modernization Tools Java Edition parts.
