Should be named
RD_for_i_9.5_RPGCOBOLTools_AU_Lic_Act_Kit.zip

Inside that zip is a file:
com.ibm.rational.developer.ibmi.rpgcobol.v95.pek.jar

If you bought the $900 (?) named user licenses, you don't need it.

If you have 5 developers and your bought 5 liceses, I'd expect them to be
named user.

If you have 5 developers and you bought 3 licenses to share then you'd

Are you sure you need the server?
