If you compiled with *LISTING/*ALL, you should be able to toggle to the *LISTING view.

See, if you see the check marks then...

Right click the source while in debug: > Show View > show *listing

And then see if you see the check-marks...

Add the break points before you start debug, they should all become active when the debugger picks up the program.
