To use a SOCKS 5 proxy?

The port that RD i complains about is 3825 when I try to launch SEP
debug without the proxy ("Failed to connect to debug port 3825 on host
myhost. It is likely port 3825 is blocked".

I did do a STRDBGSVR on the host.

Port 8001 isn't being listened on according to NETSTAT *CNN.

Honestly, I seen that preference panel before but always it was related 
to some other component that RD i included.  I've never changed it once.

Again, I'm trying to use a SOCKS 5 proxy ... where does RD i initiated
SSH come into play?

RSE responds _slightly_ slower when connecting via a SOCKS 5 proxy ... 
but well within usable limits.
