RDI fixpack 9.6.0.11 includes Local Help

After updating to 9.6.0.11 on a new install I am unable to apply the Local Help plugin.

Apparently the fix pack includes a newer version of Local Help, and updates some of the jar files included with the current separate local help download.

The new feature version 9.6.1100.v20210818_1544 contained 21 plugins.
The prior feature version 9.6.0.v20180508_1515 contained 38 plugins.


Installing com.ibm.rational.developer.ibmi.doc.feature.group 9.6.0.v20180508_1515.
Installation failed.
Cannot complete the install because of a conflicting dependency.
