"Formatting failed: no model available" error: possible cause

compiles on V7R5 but causes the Outline to fail with the "Formatting
failed: No model available" message in RDi 9.8.0.3 and 9.8.0.1. Comment
out the first WHEN clause and everything works as expected. In this case,
the %range built-in function may be the culprit.
