If you like, you can still use Snippets in 9.8.

Just copy org.eclipse.wst.common.snippets_1.2.500.v201811170421.jar into your Plugins folder and restart the workbench. You can reimport your Snippets from XML. Snippets no longer sync if you are using the Push Config option, but otherwise they work the same as before.
