Hi Daniel,
I just did an update of RDi 9.8.0.3 to 9.8.0.4 on Windows.
My RDi.ini now has similar to yours:
-vm
plugins/com.ibm.semeru.certified.jdk.x64.windows_9.8.4.202412070822/jdk/bin/javaw
And in my files, I do have a javaw.exe in C:\tools\IBM Rational Developer for i\plugins\com.ibm.semeru.certified.jdk.x64.windows_9.8.4.202412070822\jdk\bin where C:\tools\IBM Rational Developer for I is my installation folder. Can you check that you do have the javaw.exe in the installation path on your machine?
During your update, do you remember if you were prompted about ‘trusting’ any of the selected updates?

Even if there are forward slashes in the JRE path, the plugin name clearly states x64 and Windows.
But we also had a problem with someone who had made changes to the RDi.INI after an update, and had to edit it manually.
