Going forward, I'd suggest users install and update ACS in a separate location, outside of RDi.
RDi will use the version that was last launched. (Including the saved .hod files.)
The check for updates option in ACS should download the latest version.
If ACS isn't easy to update, I'd suggest adding an IDEA to ease that process.

I know of a way ... although I haven't actually tried it, and I'm not sure it's the 'best way'.
If you search the plugins directory, you'll find a subdirectory that begins with 'com.ibm.rdi.acs.update_'.
In that directory there is a subdirectory named 'jars'.
In there are ACS files (acsbundle.jar, a native launcher, possibly other native files).
Theoretically you can replace those files with the version you want.
