Yes, because since 2025, Eclipse p2 changed to allow Eclipse to update Eclipse runtimes. (4.35 was able to update/upgrade to 4.38.)

But it doesn't work with the 4.31.

With Eclipse 4.31, you still need to find the older update sites for the component updates.

Our next release will be built using the new p2 upgrade

It seems like anything I want to upgrade in RDi 9.9 wants to uninstall the IES feature.

Neither the Java development tools or Wild Web Developer features will upgrade to the version Eclipse wants to install.
