nice sounding rule of thumb,

but not for this case. One can't create folders (and i mean the original 
folders; the "HFS") somewhere else than in QDLS.
In fact, it's quite similar to creating a library. All folders are in QDLS, 
all libraries are in QSYS!

So, where are your user-created libraries? ;-)
