RE: Problems with CGI programs

I believe I take care of that when I call the CGI program -

SAMPLERPG.HTML (working):
<form method="POST" action="/cgi-bin/sample.pgm">

WEBTEST1.HTML (not working):
<form method="POST" action="/cgi-bin/webtest1.pgm">

Calling the program with ".pgm" after it should work the same way as
"EXEC /cgi-bin/* /qsys.lib/weblib.lib/*.pgm" would.  At least, it does with
SAMPLE.PGM.

I believe in the line that states :
Exec  /cgi-bin/*  /qsys.lib/weblib.lib/*
you need to conclude the final *, to say *.pgm

You are not telling the system what you are executing...
